Messengers: Each church shall be entitled to four (4) messengers without reference to numerical strength; and one (1) additional messenger for each twenty-five (25) members (or fraction thereof) after it has reached one hundred (100) members. The messengers must be presented in writing to the Association's Clerk by each Church Clerk or Moderator. Pastors and/or staff members are NOT automatically messengers. All messengers must be elected by the church.
